The clock reads your device's IANA time-zone database for the chosen city, so it always shows the correct wall-clock time and UTC offset — including the twice-a-year summer-time shift where a country observes it. The time difference to your market's capital is recomputed live, because a country with daylight saving (the UK and Romania) drifts against one without it (Turkey stays on permanent UTC+3):

Turkey scrapped daylight saving in 2016 and stays on UTC+3 all year, while the UK moves between GMT and BST. So Istanbul is 3 hours ahead of London in winter but only 2 hours in summer — which is exactly why the difference here is computed live, not hard-coded.

Does the time difference change during the year?
